The Delaware-Muncie Metropolitan Plan Commission (DMMPC) is the Planning Department for the unincorporated areas of Delaware County and the City of Muncie (see Planning and Zoning). The DMMPC also serves as the office for permitting and zoning code enforcement in unincorporated Delaware County (see Building & Code Enforcement). The DMMPC is the designated Metropolitan Planning Organization (MPO) for the Muncie Urbanized Area, tasked with carrying out federally mandated transportation planning activities (see MPO Transportation Planning).
This Climate Action Plan is dedicated to the life and legacy of Marta Moody and is a reflection of her resiliency, determination, vision, and service to Muncie and Delaware County. We are forever grateful for her efforts and may we all continue to serve as the shining example that she showed us.

October 2025 MPC Agenda
MPC Cases:
**Cases located within the City of Muncie will be forwarded with a recommendation to the Muncie City Council. To check on City Council meetings, contact the City Clerk at 765-747-4831 or visit the Muncie City Council website. Applicants or their representatives must attend all meetings.
**Cases located in the unincorporated Delaware County will be forwarded with a recommendation to be heard at the County Commissioners' meeting. To check on County Commissioner meetings, contact the Commissioners' office at 765-747-7730 or visit the Commissioners' Meeting Page for more info. Applicants or their representatives must attend all meetings.
**Cases labeled as "Special Use" must be heard first at our Plan Commission Meeting for a recommendation, then forwarded to the Board of Zoning Appeals for final action.
