John Coutinho is the Director of Delaware County Emergency Management, bringing extensive experience in public safety and emergency response. Prior to his current role, he served as Deputy Director for five years, contributing to the county’s preparedness, response, and recovery efforts.

John’s career in public safety began at the age of 15 when he joined the Albany Emergency Medical Service as a cadet, dedicating 15 years to EMS. At 18, he expanded his service by joining the Albany Police Reserves and the Albany Fire Department, where he achieved the rank of Captain during his 20-year tenure.

A graduate of the Indiana Law Enforcement Academy (Class #2014-107), John has served as a Hospital Police Officer with the Indiana University Health Police Department for the past 16 years. He also continues to serve as an Albany Reserve Officer. Additionally, he holds the role of Deputy Commander for the Delaware County Hazardous Materials (Hazmat) Team, where he is a certified Hazmat Technician Specialist.

Throughout his career, John has received multiple commendations, including Albany EMS Cadet of the Year, Albany EMS Volunteer of the Year, and the Albany Fire Department Life-Saving Award for auto extrication. He actively contributes to various boards and committees, including the Emergency Management Advisory Council (EMAC), Local Emergency Planning Committee (LEPC), Delaware County Safety Committee, Safe Schools Committee, and District 6 EMA & Health Care Coalitions.

Beyond his professional commitments, John is an engaged member of community organizations such as Lions Club International, Knights of Columbus, and the Muncie Pastoral Council. In his free time, he enjoys watching his children’s sporting events, golfing, fishing, and hunting.
