Kyle Johnson has dedicated over two decades to serving Delaware County, leveraging his expertise in Geographic Information Systems (GIS), Emergency Management, and information technology. He began his career in 2001 as a planner with the Delaware-Muncie Metropolitan Plan Commission after earning a Bachelor of Science in Natural Resources and Environmental Management from Ball State University, with concentrations in GIS and Landscape Architecture.
In his dual role as Chief Information Officer and Logistics Section Chief for the Delaware County Emergency Management Agency (EMA), Kyle oversees the Office of Information and GIS Services. He is responsible for coordinating and managing the county’s information systems, ensuring effective communication between departments, and maintaining the county website and social media channels. Additionally, he leads the expansion of GIS mapping capabilities, including web-based applications and critical infrastructure support for emergency response operations.
Based in the Emergency Operations Center, Kyle plays a vital role in emergency response, supporting EMA staff during incidents and maintaining the GIS data backbone that powers the county’s 911 Computer-Aided Dispatch (CAD) system. His work ensures accurate call location mapping and facilitates efficient emergency response coordination. Over the past 20 years, Kyle has supported emergency response efforts for severe winter storms, tornadoes, and flooding events, integrating GIS technology into incident management. He also developed one of Indiana’s first web-based GIS rapid damage assessment applications used by a local government agency.
Kyle actively contributes to public safety as a member of the County Hazmat Team and serves as President of the Local Emergency Planning Committee (LEPC) and Vice-Chair of the Emergency Management Advisory Council (EMAC). Beyond his GIS and emergency management responsibilities, he provides professional photography and video production services for county projects.
In his free time, Kyle enjoys nature photography and outdoor activities such as fishing, cycling, and hiking.
