What is a Citizen?

Citizens are not cold statistics -- names on data files and computer printouts. They are flesh and blood human beings with biases, prejudices, feelings and emotions like our own. They are people who bring us their needs and it is our responsibility to respond to those needs in the most effective manner possible.
